The Procurement & Risk Services department supports student learning and operational excellence by ensuring the responsible acquisition of goods and services across HWDSB.

We are committed to delivering fair, open, and transparent procurement processes while achieving best value for public funds and managing risk effectively across all Board operations. This includes compliance with applicable legislation, trade agreements, and Broader Public Sector (BPS) procurement directives. 


Our Purpose

Our team works collaboratively with schools and departments to:

  • Procure goods, services, and construction in an efficient, ethical, and compliant manner
  • Ensure value for money across the full lifecycle of purchases
  • Minimize operational and financial risk
  • Maintain transparent and competitive procurement practices
  • Support vendor relationships and contract management

Key Information for Vendors

  • All procurements are conducted in accordance with: 
    • HWDSB Procurement Policies and Procedures
    • Ontario Broader Public Sector (BPS) Procurement Directive
    • Applicable trade agreements (e.g., CFTA, CETA)
  • Competitive bidding processes are used where required
  • Procurement decisions are based on fairness, transparency, and value

Bid Opportunities

All public tenders, Requests for Proposals (RFPs), and Requests for Quotations (RFQs) are posted online through HWDSB’s bidding platform.

Vendors are encouraged to:

  • Register for notifications of relevant opportunities
  • Review bid documents carefully
  • Submit questions through the formal process outlined in each opportunity
